Program Manager, Homeless Services



Housing & Community Development








Provides oversight of the homeless service system in Bucks County. This include maintaining excellent programmatic delivery by sub-recipients while actively seeking new models that can improve the system. Responsible for Continuum of Care (CoC) grant submissions and other submissions that support operations of the CoC. Provide leadership role within CoC that includes community outreach (public speaking), design of new programs and improvements of existing services based on data, and triaging individuals needs through case conferencing and resource coordination. Manages multiple staff within Department. Homeless Services Program Manager works together with Community Development Program Manager to ensure cross-departmental regulatory requirements are met.


  • Meet with and report to the Director, Housing & Community Development Department, to recommend and review housing and homeless service needs, develop strategic and tactical goals and plans, report activities and outcomes, and develop funding proposals and applications. Communicate frequently with all partners and County leadership on project and program progress and results.
  • Work closely with the Community Development Program Manager to ensure department functions optimally from an administrative, workflow, and performance standpoint. Includes cross-training across department functions and ensuring all staff are adequately trained to succeed. Support Community Development programs as needed.
  • At the assignment of the Director, or through self-direction, identify and research national/international best practices in homeless services, economic development for vulnerable populations, and housing affordability. Propose models that make sense in Bucks County to improve outcomes for those experiencing homelessness, at-risk of homelessness, or other vulnerable populations.
  • Supervise HMIS Administrator and Project Administrator (Homeless Services) and others as assigned. Understand and become proficient with the HMIS database system (and reporting requirements) and the intricacies of Emergency Solutions Grant (ESG), PHARE, and other funding sources administered by staff. Delegate tasks between the staff to ensure optimal system functioning.
  • Facilitate interdepartmental, interdivisional, and sub-recipient communication and coordination for housing programs and associated services to ensure coordinated operations lead to efficient program implementation.
  • Provide leadership role within CoC that includes community outreach and education, serving as lead on various CoC committees, and building sub-recipient capacity to improve service provision and adopt best practices in the field.
  • In cooperation with Community Development Program Manager, develop integrated application process for various funds (HOME, HTF, ESG, CoC, PHARE, CDBG etc) from the community.Oversee the application process, provide training to community on eligible uses of a given funding source, and coordinate across departments to ensure strategic alignment.
  • Evaluate community proposals and applications for funding to determine relevance to County strategic plans (and HUD Action Plan), feasibility, compliance with funding stream requirements, and community impact. Complete a ranking process, provide funding recommendations and function as a resource for project partners as needed. May prepare contracts and resolution packets for submission and Commissioner approval in conjunction with project administrators.
  • Oversight of contracts funded under HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE), Community Development Block Grant (CDBG), HUD Continuum of Care, and other funding sources where homeless services are the primary focus. Will work collaboratively with Community Development Program Manager in areas of overlap to ensure contract compliance, accurate reporting, and to promote high performing projects.
  • Joint responsibility (with Community Development Program Manager) for project management of cross departmental initiatives and reporting requirements including the HUD mandated annual action plan, 5-year consolidated plan, annual CAPER performance reports, and other reports/requirements as needed.
  • Oversight of project and performance reports, ensuring expenditures of sub-recipients are tracked and that sub-recipients are within regulatory and timeliness compliance. In conjunction with HMIS administrator, develop tools and reports for providing regular data-based feedback to providers to allow them to improve performance across program delivery. Oversee staff management of individual project financing, budgets and contracts.
  • Develop and facilitate “learning collaboratives” to promote adoption of best practices by sub-recipients and to improve performance outcomes.
  • In conjunction with staff, manage marketing efforts for the CoC and the department as a whole. Ensure CoC website updated and designed for community usability. Respond to the press as appropriate.
  • Responsible for departmental budget around homeless services to ensure funding available for system to operate optimally. Propose best utilization of various administrative sources to fund department functions. Oversee department audit process for select projects and functions and generate all necessary reports. Ensure coordinated monitoring and follow-up of sub-recipients (both on-site and desk) according to funding source requirements. Responsible for reconciliation of Lawson reporting with interdepartmental budgets/project files.
  • Ensure creation and maintenance of program manuals for funding sources. Manuals include guidance related to regulations as well as updated information on local implementation of funded initiatives in accordance with County strategic planning. Implement monitoring procedures to ensure program manuals are adhered to by subrecipients.
  • May prepare project reviews (e.g., historic, subsidy layering, underwriting) including the gathering and assembling of information and any administrative duties associated with processing of reviews.
  • Maintain technical competency relative to HUD, Commonwealth of PA and other programs and guidelines, project financing, County financial practices, and other federal, state, and local legal requirements.Interpret and communicate relevant applicable knowledge for community partners via tutorials, webinars, promulgation of guidelines/regulations, and conferences.
  • On an as needed basis, process contracts (or supervise processing) funded under the Community Development Block Grant (CDBG) Program, Lead Hazard Reduction Grant Program, HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE), HUD Continuum of Care, and other funding sources. Provide programmatic support to all the above programs as needed.
  • May oversee departmental administrative support including but not limited to payroll, purchasing, vendor payments, office equipment and monthly budget analysis reports. Will play a leadership role in development of annual budget and other financial forecasting.
  • Performs a variety of administrative tasks including typing and composing correspondence, filing, mailings, photocopying, scanning, scheduling meetings, speaking engagements, field monitoring visits, and maintains various databases and spreadsheets.
  • Other duties as assigned.

  • Bachelor’s Degree in Social Work, Sociology, Public Administration, Planning, or Policy, Social Sciences or equivalent experience. Master’s Degree is preferred.Five years’ experience in related or similar work is required including extensive management of HUD projects with outcomes, community leadership and relationship building.
  • Strong experience with program design and data-based program evaluation.
  • Must be comfortable with regular public speaking at various types of community events & conferences to explain the homeless service system and respond to questions about its functioning.
  • Typing skills at 50 wpm.
  • Possess excellent writing, computer, and analytical skills. Must be proficient in the following software programs: Microsoft Word, Excel, Outlook, Access, PowerPoint, and Adobe Acrobat. Experience with designing reports, website design, and marketing a plus.
  • Must possess good command of the English language, strong written and verbal communication skills, and knowledge of business arithmetic. Budgeting experience a plus.
  • Must perform basic telephone and email etiquette communicating in a pleasant fashion.
  • Must have extensive experience in operation of office equipment.
  • Ability to introduce new and innovative ideas that contribute to department’s mission.
  • Must be able to work efficiently without direction.
  • Must possess and maintain a valid driver’s license and have use of a personal vehicle.
