POSITION SUMMARY:

As a member of the Commissioners’ senior management team, the Emergency Management/Services Director is responsible for the overall direction, coordination and evaluation of all departments in the Emergency Services Division (Emergency Communications, Emergency Management Agency, Emergency Medical Health, Fire Marshal’s Office, Public Safety/Police Training Center, Security, 911-Emergency Response). Responsible position requiring leadership, organizational and administrative abilities as well as extensive knowledge of potential hazards existing within the County and the resources required to respond to the mitigation of a wide variety of disaster effects. Maintains close working relationships with other County departments, emergency services agencies, volunteer organizations, and Municipal, County, State, and Federal governments.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Must have the ability to provide leadership to all departments within Division as well as bringing each department together as a cohesive group.

  • Administers the division’s budget by participating in the development of departmental budgets, reviewing purchases and bids, and on-going monitoring of department resources, facilities, operational and administrative practices.

  • Ensures administrative, fiscal, and program operations are performed according to federal, state, and local agreements, policies, and procedures.

  • Reviews and adjusts policies and procedures, researches best practices, and advances technology within the division with clear direction.

  • Works collaboratively with elected and appointed officials at the municipal, county, state, and federal level regarding homeland security, crisis management, emergency planning, grants budgeting, and technology.

  • Promotes the proper use of the 911 system to County residents and visitors.

  • Provides overall leadership to first responders through meetings, committees, policy recommendations, training, and planning.

  • Prepares for and manages the planning, response to and recovery from major emergencies and disaster(s). Coordinates development of preparedness plans for all hazard type emergencies, including severe weather, floods, nuclear plant, terrorism, civil unrest, utility disruption, violence, etc.

  • Develops and maintains emergency operation plans and works with other county departments to insure continuity of operations during times of crisis.

  • Provision of logistical and planning support for other divisions within the County.

  • Maintains records of trained personnel, equipment and organizations that may respond to a variety of emergencies or potential disasters.

  • Provides public information and training as required for emergency service agencies and the general public relating to all types of hazards.

  • Maintains the County’s eligibility and participation in the following programs: Emergency Management Assistance Program, Radiological Emergency Response Fund (Act 147-1984), and Hazardous Material Emergency Planning and Response (Act 165-1990).

  • Serves as a member of the Bucks County Local Emergency Planning Committee.

  • Obtains cooperation and negotiates with vendors, service providers, and government and volunteer agencies.

  • Ability to address satellite groups, conduct formal meetings/conferences, and maintain a positive rapport with all affiliated services.

  • Prepares and delivers high level briefings to County Commissioners and other senior officials.

  • Other duties may be assigned.

QUALIFICATIONS REQUIRED:

  • Bachelor's Degree required, Master’s in Emergency Preparedness/Management or related field, or five years administrative experience in a public organization; and/or any equivalent combination of experience or training in emergency services.

  • Possess proven ability to establish and maintain effective working relationship with staff, public safety agencies, governmental officials and the general public.

  • Possess proven ability to communicate effectively with technical and non-technical personnel in writing and orally.

  • Possess proven ability to work with, train, manage and motivate personnel, and to relate to, and work with other County departments, local government agencies, volunteer agencies and related State and Federal agencies.

  • Must obtain and maintain career development program goals as required in the Pennsylvania Emergency Management Services Code by obtaining state certification within one year of employment as Director and obtaining advanced State certification within three years of employment as Director.
