POSITION SUMMARY:

Performs duties necessary to manage the complete financial interests and obligations of the IT Department, in a timely and efficient manner. Works with limited supervision.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Takes ownership, through to completion, of the following:

  • Develops and implements departmental fiscal policies and procedures in accordance with county, state and national guidelines.

  • Works proactively with all IT staff, vendors, and County departments, participating in the financial components of all IT innovations from the onset; leads IT managers in every associated fiscal analysis.

  • Prepares and maintains all department budgetary information and analysis, including:

  • Takes the lead to proactively work with IT leadership to develop the annual budget.

  • Prepares and maintains all Monthly Budgetary Analysis (MBA), Monthly Departmental Analysis (MDA), and annual department budgetary information.

  • Prepares variance analyses, as needed.

  • Discover and attain funding sources.

  • Monitors and ensures department reimbursement of grant money for hardware, software, and services rendered.

  • Monitors capital equipment purchases, including asset fiscal lifecycle.

  • Analyzes, maintains, and tracks financial aspects of all post-adoption contract activity, including balances on all vendor accounts.

  • Provides IT Leadership with monthly paid/payables and received/receivables reports, with trending.

  • Maintains all IT accounts receivable and payable functions; maintains vendor accounts and provides vendor financial reports.

  • Maintains all IT contracts (including but not limited to assets, services, and maintenance) and notifies appropriate IT leadership at least one hundred eighty (180) days prior to renewal or expiration.

  • Determine purchase order and change order requirements.

  • Processes County telecom bills and related charge backs, on the recurring basis to which it is assigned.

  • Processes the purchases for the department.

  • Checks validity of all invoices and purchase orders received and ensures they are processed for payment.

  • Monitors, bills, and ensures the department is reimbursed for equipment and services rendered to other departments and divisions, including periodic charge backs and billings to all County departments, on time.

  • Maintains and reviews financial aspects of all departmental forms, documents, and records to insure accuracy, completeness, and retention, including intra-departmental proposals and solutions.

  • Other duties and responsibilities may be assigned, as deemed necessary..

    QUALIFICATIONS REQUIRED:

Bachelor’s Degree or equivalent experience. Degree (or equivalent) in accounting is a plus.

  • Minimum five (5) years of accounting, contractual, or related financial experience. An IT finance background is preferred.

  • Proficient in use of current Microsoft Office Suite with a high emphasis on Excel.

  • Possess a working knowledge of prevailing financial and Enterprise Resource Planning packages.

  • Possess excellent written and verbal communication skills and ability to work efficiently and effectively with County officials and other divisions/departments.

  • Must exercise a high level of confidentiality.

  • A comparable amount of training and/or work experience in other related areas may be substituted for minimum qualifications at discretion of Information Technology Department
