Karen Winkler Named Bucks County Domestic Relations Director

Karen E. Winkler, who had served as Deputy Director of the Bucks County Domestic Relations Department for almost a decade, was appointed Director this week by Bucks County President Judge Wallace H. Bateman Jr.

She replaces former Director Laura LoBianco, who retired Jan. 11.

Winkler, of Doylestown Township, brings more than 30 years of experience in county government and the courts to her new post. She worked initially in the Commissioners’ Office of Public Information before moving to Domestic Relations, where she served as a hearing officer, PACSES Coordinator/Trainer, Supervisor and, since 2010, as Deputy Director.

Winkler was an instructor for Adult Basic Education classes at the Bucks County Correctional Facility for more than 10 years, and volunteered her time with at-risk youth at Edison Court Inc. She also volunteers as an animal foster parent and a dog handler at the Bucks County SPCA.

She holds a Bachelor’s Degree in Public Administration from Shippensburg University, a Master’s Degree in Clinical Counseling Psychology from LaSalle University and a Certificate in Communication for Professionals from the University of Pennsylvania.

“I look forward to continuing our office’s outstanding commitment to the children of Bucks County,” Winkler said.

As Director of Domestic Relations, she will oversee an office that leads all Pennsylvania counties in child support collections per case, collecting more than $81 million annually on about 10,000 support cases for more than 17,000 children.
