During their May 7 business meeting at Delaware Valley College, the Board of Bucks County Commissioners unanimously appointed Chalfont resident Jonathan E. Rubin to the position of director of human services. In that capacity, Mr. Rubin will oversee the largest portion of the county workforce – including the Area Agency on Aging (AAA), Children & Youth Social Services Agency, Mental Health/Developmental Programs, and Behavioral Health. On an annual basis, the Human Services budget represents just under half of the county operating total.
“I recognize that a lot of great work is already happening across the spectrum of human services in Bucks County and I’m looking forward to joining our highly committed leadership team and staff in fulfilling our mission of delivering exceptional services to the residents the county,” Mr. Rubin said of his decision to join the county administration.
The new director is no stranger to Bucks County government. A 1987 graduate of Penn State University, he spent almost two years as a social worker for the Bucks County Children & Youth Social Services Agency (1990-92), nearly nine years as a child protective services supervisor at the agency (1992-2001), and almost four years as a child protective services manager (2001-2005). He also earned a Masters Degree in Social Work at Temple University (May, 1990).
“Jon has a very strong background in human services, and we are looking forward to his addition to the county,” state Chief Operating Officer Brian Hessenthaler, who currently serves as acting director of human services. “We feel he will be a valuable member of our administrative team.”
Most recently, Mr. Rubin served as a senior consultant for Deloitte Touche Consulting, LLP of Philadelphia. In that capacity, he managed the Subject Matter Expert Team for Pennsylvania’s Child Welfare Information solution project and Pennsylvania’s Enterprise to Link Information to Children Across Networks project.
