Commissioners Approve 18 Contract Resolutions Involving 11 County Departments

The bi-monthly business of the Board of Bucks County Commissioners assumed a new look March 6 in the Bucks County Courthouse Community Room. For the first time, the agenda was projected onto an 80-inch screen for attendees to follow as an alternative to the traditional hard-copy agendas. The presentation also included links to various agenda items - among them pictures from the March 5 Justice Center steel-topping ceremony at that construction site.

Commissioners Meeting in the Courthouse with the new screen setup.Coincidentally, the meeting lasted just over a half hour, as Commissioners Robert G. Loughery, chairman, Charles H. Martin, and Diane M. Ellis-Marseglia, LCSW approved 18 contact resolutions for 11 departments. All but 17 of the agreements were unanimously approved, as Commissioner Marseglia voted against a $170,671 insurance renewal for general and professional liability coverage for Neshaminy Manor.

For the Clerk of Courts office, the board approved a $29,550 contract increase with Bensalem's Paperless Solutions to augment the existing Document Management System, and a $32,070 agreement with TechDepot of Hartford, CT to purchase items related to a document scanning project. The most discussed item on the agenda was a $446,876 Emergency Communications contract with Northrop Grumman Systems Corp. for support services and software maintenance for the Computer Aided Dispatch (CAD) System at the county 9-1-1 center in Ivyland. According to Emergency Communications Director Pete Ference, the system serves police, fire and emergency medical responders and offers a mapping component that is critical to their success. He also explained that many of his department's contracts are staggered over time due to budgeting cycles.

For the Emergency Management department, the board approved a resolution for Emergency Services Director Scott Forster to serve as the designated Pennsylvania Emergency Management Agency (PEMA) agent for Hurricane Sandy damages, in which capacity he will approve application and agreement for public disaster/financial assistance. The board also approved four contract related to supplies at the Neshaminy Manor facility, and the $26,735 state contract purchase of a 2013 Chevrolet Traverse for use by the residential program at the Bucks County Youth Center.

Commissioners Meeting There were no proclamations or commendations issued during the meeting, but the board agreed to provide $25,000 from the county tourism account to support the upcoming Civil War exhibit at the Mercer Museum. The personnel list included one prominent hire, as Deputy Finance Director Nancy Horvath will assume the deputy director role for the Information Technology department, effective March 9. Commissioners Martin and Loughery congratulated Mrs. Horvath on the appointment.

Chairman Loughery's report included two PowerPoint slides detailing the Justice Center ceremony, which also included participation by President Judge Susan Scott and Judges Robert Mellon and Robert Baldi.

The chairman reminded the public that county Director of Operations Jerry Anderson will offer a detailed report on the construction of the Justice Center during the March 20 Commissioners' Meeting, which will be an evening business session.

Chief Operating Officer Brian Hessenthaler reported on two items: the Pennsylvania state budget, which was running 2.8 percent (approximately $47 million) behind during February but remains ahead of budget for the 2012-13 cycle; and the county's effort to utilize less paper during Commissioners' Meetings, which was spearheaded by Commissioner Martin last fall. Chief Clerk Lynn Bush reminded county residents that Monday, April 22 will be the final day to register to vote in the May 21 Municipal Primary.
