CARES ACT with HUD (Small size)2020 COVID-19 Response Application
The Housing Services Department (HSD) and the Office of Community and Economic Development (CED) invites Bucks County agencies to submit proposals for projects directly related to the impact of the COVID-19 crisis in Bucks County. The Coronavirus Aid, Relief, and Economic Security (CARES) Act provides additional funding for communities to assist with issues related to the COVID-19 crisis. This application will be open until May 20, 2020.

County Facilities/Departments Updates

County-Wide 
  • County government buildings are closed to the public, effective March 24, 2020, in compliance with Gov. Wolf's stay-at-home order.
  • Essential government services will continue to operate with limited staffing to continue serving public needs while striving to increase its public health services. 
  • All employees still working in county facilities are asked to maintain a six-foot distance.
  • The Department Contact Directory includes phone numbers and descriptions of each department within the county.
Public Meetings 
  • Prison Oversight Board Members - May 13, 2020: Because the Administration Building is closed as a result of the COVID-19 disaster emergency, members of the public who wish to participate in Prison Oversight Board meeting scheduled for Wednesday at 1:30 pm may e-mail prisonboardpubliccomment@buckscounty.org for instructions on how to do so remotely.

Bucks County Court System/Bucks County Justice Center
  • All courts in the Seventh Judicial District (Common Pleas Court and Magisterial District Courts) are, EXCEPT for the directives and exceptions listed in Emergency Order No. 2020-03, from the President Judge, CLOSED to the public beginning at close of business on March 19, 2020.
  • Per the amendment in Emergency Order 2020-13:
     
    • The period of judicial emergency in Bucks County is extended through Friday, May 31, 2020.
    • There will be no jury trials prior to August 3, 2020 so jurors shall not report for jury duty prior to August 3.
    • Civil jury trials and Arbitrations are continued generally and will be re-scheduled.
    • Criminal jury trials are continued and will be re-scheduled.
  • The Sheriff’s sales scheduled for May 8, 2020 are postponed and will be re-scheduled for June 12, 2020.
  • The hours of operation for the Common Pleas Court will be 9:00 a.m. to 2:00 p.m., Monday through Friday, effective Monday March 23, 2020 and lasting through at least May 31, 2020.
  • Notice Regarding Extension of PFA Orders: Pursuant to Emergency Order No. 2020-13, all temporary PFA orders which are set to expire between March 19 and May 31 will remain in effect until June 3, 2020.

Board of Elections 
  • The State of Pennsylvania has moved the General Primary to Tuesday, June 2, 2020

Clerk of Courts 
  • Clerk of Courts will be open during regular hours with limited staff, but appointments must be made.
  • Please limit visitors to the one person who needs assistance (do not bring others with you).
  • Our priority will be documents related to the limited matters being handled by the court.
  • Payments should be made by mail or on-line if possible.
  • Cash payments for bail and fines/costs/restitution are discouraged.
Correctional Facilities 

Until further notice the following actions are being taken to address the  COVID 19 crisis:

  • The suspension of visits and community programs  continues
  • In an effort to limit the exposure of COVID 19 within the facilities the Department of Corrections continues to take measures as recommended by the Department of Health i.e. frequent hand-washing, sanitizing high touch areas, limiting movement in the facilities, social distancing.
  • There is an  Increased presence of healthcare providers and medical screening of all inmates.
  • The correctional facilities are adequately staffed and supplied insuring the safety and security of the inmate population. All inmates are now receiving two (2) free five (5) minute calls each week.

 In an attempt to curb the spread of COVID 19 within the correctional facility and care for those infected, enhanced procedures have been put in place at the direction of the Bucks County Health Department. All offenders and staff have been provided masks in an effort to curb the spread. Increased temperature checks are being completed on staff and inmates. Medical professionals have an increased presence in the facilities, and are seeing offenders more frequently. We are mirroring the best practices of the State Department of Corrections and are in constant contact with the Bucks County Health Department.

We realize that this is distressing to both offenders and their friends and family. To help ease some of the stress the Department of Corrections has provided goods and services to all offenders above what they would normally be provided and at no cost to the offenders or their families.

  • Offenders continue to receive 2 free telephone calls per week.
  • Offenders are receiving additional health, hygiene and comfort items.
  • Offenders are receiving additional  commissary food items.
  • Offenders are receiving $20 worth of subscription services for the offender tablets . These funds can be used for services such as movies, streaming music, ebooks, games, and newsfeeds.
Court of Common Pleas 
Domestic Relations

  • All Domestic Relations establishment hearings are cancelled and all conferences are conducted by telephone. Parties will receive notice in the mail of all rescheduled events.
  • Officer of the Day services at the DRS Doylestown location and Walk-in Services at the DRS Bristol location are suspended.

Family Masters 
  • Beginning March 18, 2020, Family Masters will conduct all custody conferences by phone
  • Parties and attorneys are not to arrive in person until further order of the court
  • All equitable distribution and alimony matters will be continued and scheduled at a later date

Law Library
  • The Law Library in the Justice Center will be open from 9:00 am to 2:00 pm daily for emergency petitions until further notice.  If you need to contact that  location, during those hours, please call 215 348 6097.

Magisterial District Courts 
  • All Traffic, Non-Traffic and Civil hearings scheduled between March 17, 2020 and May 31, 2020 are continued.
  • All preliminary hearings with non-incarcerated defendants scheduled between March 17, 2020 and May 31,2020 are continued but may be held via advanced communication technology if agreed to.
  • All preliminary hearings with incarcerated defendants shall be held via advanced communication technology.
  • All evictions are postponed effective immediately until after May 31, 2020.
  • Payments encouraged to be made online or by mail.
  • Bail payments encouraged to be made via certified cashier's check.
  • Please contact MDJ Courts directly for specific case information.

  • As of April 2, 2020 per Emergency Order 2020-09, all Magisterial District Courts will be systematically closed except for an attached schedule listing a total of four district courts which will be operational during business hours each day with one court covering Upper Bucks County; one court covering Central Bucks County; and two courts covering Lower Bucks County. This Order/schedule does not affect all the restrictions already in place pertaining to the district courts.

Neshaminy Manor 
  • Closed to ALL visitors
  • Exceptions may be made for End of Life visits
  • All resident trips cancelled
Parks and Recreation
  • All Bucks County Park Trails are open.
    • All County-Owned Boat Ramps (Including the Tinicum Launch on the Delaware) are now open.
    • Buildings, Restrooms, Offices and playgrounds remain closed.
    • Campsites at Tohickon, Tinicum and Lake Towhee Parks also remain closed.
    • Visitors should maintain a six-foot distance.
    • Masks are highly recommended.
  • Nature Center buildings, and The Moravian Pottery and Tile Works remain closed until further notice
  • The 2020 Tile Festival has been cancelled
  • Applications are now being accepted on-line for the purchase of Boat Launch Permits on the Parks ActiveNet Activity Portal.
  • Park offices are closed to the public, but staff will be available for calls
Prothonotary 
  • Upper Bucks and Lower Bucks Locations closed until further notice
  • No extended Hours
  • BY APPOINTMENT ONLY. For a time certain to file:
    • Family Court matters, please call 215-348-6822. (Family Court Operations Memo)
    • Civil matter, please call 215-348-6191.
    • Visitors who arrive without having called ahead will wait in a queue and be seen in order, based on their time of arrival. Visitors in the queue will be asked to maintain a distance of six feet from other persons at all times.
  • No Passport applications will be accepted at this time.
  • E-Filing is available and is STRONGLY suggested.
  • Rent payments should be submitted by mail.  Check or Money Order only.
  • Notary Signature Cards can be obtained from the Recorder of Deeds.  For the duration of the emergency, the Prothonotary will accept Signature Cards by mail only.  Please include check or money order for the filing fee of $4.25.

Recorder of Deeds 
  • Recordings are being accepted through the mail and remotely through eRecording.
  • Notaries can also be accepted through the mail at this time:
    • Notaries must get sworn in on their own by another notary or a judge.
    • Paperwork should be mailed to the office with a check made out to BC Recorder of Deeds for $38.50 (recording fee) and it will be recorded and commissions printed.
    • Signature cards will be mailed back (they should then be mailed to the Prothonotary with a check made out to the Bucks County Prothonotary for $4.25.

  • Messages left during business hours will be returned within the hour.
Register of Wills 
  • Effective immediately this office is not open to the public. If there is an emergency situation, please call to schedule an appointment at 215-348-6265.
  • Before seeking an appointment, we ask the Bar and public to seriously consider whether the specific matter at issue would be considered exigent circumstances by an objective observer.
  • Access to the Register of Wills/Clerk of Orphans’ Court office on the Sixth Floor of the Administration Building is now limited. A system is being implemented by which all emergency business before the Register/Clerk will be conducted in an alternative reception area.

Sheriff's Office 
  • Quakertown  and Levittown offices closed
  • Carry Permit applications still accepted in Doylestown Office only, 9 am to 2 pm Monday - Friday. 
  • Governor Wolf has extended the expiration of Carry Permits. If a permit is due to expire after 3/19/20, they will be extended to May 30th, 2020.  
  • In accordance with the Governor of the Commonwealth of Pennsylvania regarding the Covid-19, court order and to work to ensure the continued safety of the public the Sheriff Sales scheduled for the months of April and May are postponed. These sales are postponed to the June 12, 2020 Sheriff Sale.
  • The Bucks County Sheriff’s Office is currently not processing any new civil cases to be served in accordance with the Emergency Order signed by the President Judge. This emergency order is in effect until May 15, 2020 but may be extended.  All cases received are being returned with original form of payment at this time.

Tax Claim Bureau 
  • Checks and money order only are being accepted by mail. No in-person payments. 
  • Taxes may also be paid online, for details, see the Paying Your Taxes page.
  • Effective immediately, due to COVID-19 the Tax Claim Bureau will not be able to process new bids on repository parcels.  This will remain in effect until further notice.

Treasurer's Office 
  • Quakertown and Levittown Offices closed
  • Doylestown Office working with limited staff, however it is closed to the public.
