Tax Claim Director

SUMMARY: Directs and coordinates the activities of the staff in the daily operations. Bureau’s primary mission is to account for and to collect in excess of $40 million of delinquent taxes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Assigns personnel in their daily tasks that include but are not limited to collection of delinquent taxes, answering inquiries of the general public, preparation of tax lien certificates, preparation of cash deposits and maintaining accounting records.
- Implement financial control over all accounting records.
- Develops and recommends enhancements to the account system.
- Reviews all Bureau’s financial statements and reports to Finance Director.
- Insures that all Real Estate Tax Law legal requirements that pertain to the Tax Claim Bureau are adhered to as mandated.
- Assists the Bureau’s solicitor in organizing and conducting various sales of liened parcels.
- Communicates as required or needed with tax collectors, fiscal officers of taxing bodies and delinquent taxpayers.
- In coordination with the Bureau’s solicitor supervises the preparation of all necessary documentation for defense in litigation pending against the Bureau.
- Gathers delinquent tax parcels from Tax Collectors.
- Performs similar or related duties as required.

- Bachelor’s Degree in business or related field or four years’ related experience and/or training. Must have demonstrated above average managerial abilities.
- Possess ability to read, analyze and interpret governmental regulations as specified in the Pennsylvania Real Estate Tax Law and the Federal Bankruptcy Law.
- Possess the ability to write reports, business correspondence and procedural manuals.
- Possess the ability to effectively present information and respond to questions from taxpayers, tax collectors and financial managers of taxing bodies.
- Possess the ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
- Possess good computer skills with a working knowledge of Microsoft Office Suite computer program including Microsoft Word, Microsoft Excel, Microsoft Access and Microsoft Power Point.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
