Fiscal Technician

SUMMARY: The Fiscal Technician position is in the Fiscal Unit of the Bucks County Children and Youth Social Services Agency and is under the direct supervision of the Administrative Officer II.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
The fiscal technician will be required to:

  • Collect, review and process all payroll information on a weekly basis for 182 employees which will include recording all absences, regular time, overtime and compensation time into the Lawson payroll system in a timely manner in order to meet weekly payroll deadlines.
  • Process all absence and sign-in sheets every week for 182 employees in a timely manner in order to meet weekly payroll deadlines. Audit for accuracy which will include individual contact with workers to establish accuracy and timely reporting.
  • Process all mileage and cell phone statements monthly for all eligible staff. Audit for accuracy which will include individual contact with workers to establish accuracy and timely reporting.
  • Collect and input auto insurance reimbursement information for all eligible staff, and process annual payments. 
  • Collect and input travel information for non routine travel as needed for all eligible staff.
  • Process and prepare all non-routine and out of county travel requests for all eligible staff which will include the necessity to gather information from employees and register for all conferences or trainings, and gather information regarding flights, car rentals, train and bus scheduling etc.
  • Generate personnel roster reports monthly, quarterly and annually, using both Lawson payroll system and internal recording systems.
  • File all information generated from above duties.
  • Maintain and update files for all 182 employees’ earned and used time, overtime, compensation time and sick time.
  • Maintain and update files for all eligible employees’ ongoing education, auto insurance, travel expenses and phone usage.
  • Generate reports and queries for all employees’ used and earned compensation time, overtime, sick time and absence.
  • Generate payroll roster information and prepare monthly, quarterly and annual reports for Fiscal Manager for use in State Act 148 invoice.
  • Generate necessary payroll reports required for annual Needs Based Budget and plan.
  • Prepare postage meter for operation and maintain adequate postage in meter.
  • Inform and train all new staff of proper procedures for payroll, expense statements and travel.
  • Work in conjunction with other fiscal staff to ensure efficient functioning of the fiscal unit.
  • Serve as primary payroll officer for any problems staff members may have with their paychecks, expense checks, etc.
  • Distribute all checks to employees.
  • Keep supervisor posted of any changes or problems that may affect job duties or performance.
  • Keep all employee personal information confidential.
  • Perform related fiscal duties as required.
  • Other duties may be assigned.
  • The Fiscal Technician position is under the direct supervision of the Administrative Officer II.  Individual and unit conferences are held.

MINIMUM EXPERIENCE & TRAINING:

  • One year as a Fiscal Assistant; or
  • Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; or
  • One year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration; or
  • Any equivalent combination of experience and training.
  • Have a thorough knowledge of computer usage with specific experience in Microsoft Word, Excel, Webstation and the Lawson payroll program.
  • Have a thorough understanding of bookkeeping practices and principles.
  • Have some knowledge of accounting practices and principles.
  • Be able to perform detailed work involving written and numeric data, make rapid and accurate calculations.
  • Be able to prepare financial reports and statements.

While performing the duties of this job, the employee is regularly required to sit.  The employee frequently is required to stand; walk; reach with hands and arms; and talk and hear.  The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
