Commissioner Robert G. Loughery was sworn in as a Bucks County Commissioner on February 3, 2011, after being appointed to the board by the Judges of the Court of Common Pleas of Bucks County, and was elected to a full term in 2011. He was named vice chairman of the board on February 16, 2011, and unanimously named chairman of the board on January 4, 2012.

An expert in the field of economic development, Commissioner Loughery is a partner of Keystone Redevelopment Group, LLC (KRG), a real estate firm that acquires, develops and repositions undervalued and underutilized real estate with a specialty focus on high-tech, advanced manufacturing, industrial and research and development real estate in the Mid-Atlantic, Southern and Mid-Western regions of the United States. Commissioner Loughery has worked with Fortune 500 and NASDAQ listed companies, educational institutions and small businesses to acquire, develop and lease nearly 1,000,000 square feet and $75 million of real estate.

Under Commissioner Loughery’s leadership, Keystone spearheaded several significant economic development and redevelopment projects in Bucks County, including projects at the former U.S. Steel facility in Fairless Hills, the former Dial Soap factory on the riverfront in Bristol, and downtown revitalization projects in Bristol, New Hope and Morrisville. Keystone also led the development of the Pennsylvania Biotechnology Center and Bridge Business Center, a former Rohm & Haas research park in Bristol Township.

From 1996 to 1998, Commissioner Loughery worked for both the Redevelopment Authority of the County of Bucks and the Bucks County Economic Development Corporation coordinating projects such as the Enterprise Zone of Bucks County, the Bucks County EPA National Brownfields Pilot, the PA DEP Key Sites Program and the County Commissioners' Bucks County Economic Development Task Force. He is extensively familiar with state and federal Brownfield programs as well as county, state and federal community and economic development programs. Commissioner Loughery's professional background also includes extensive management and implementation of economic development programs. He has worked with both county and local governments to secure millions of dollars in grants and assistance from state and federal resources.

Commissioner Loughery serves as the commissioners’ representative to the Bucks County Conservation District (BCCD). He has also spearheaded the creation of the Commissioners’ Economic Development Council (CEDC), which will address a wide range of issues facing the county.

Commissioner Loughery has been active in the community, serving on community-based and non-profit organizations. His work includes service as Chairman of the Board of Trustees of the Bucks County Historical Society and membership on the board of the Bucks County Community College Foundation.

A 1987 graduate of Central Bucks East High School, he earned a BA in Policy and Management Studies from Dickinson College in 1991. Following graduation, he was commissioned as an officer in the U.S. Army Reserves. A resident of Bedminster Township, he and his wife, Kathy, have three daughters – Grace, Evelyn and Amelia.
