Robert G. Loughery was sworn in as a Bucks County Commissioner on February 3, 2011, after being appointed to the Board of Commissioners by the Judges of the Court of Common Pleas of Bucks County, and was elected to a full term in November 2011. He was re-elected to a second term in November 2015 and was unanimously named Chairman of the Board in 2012, 2013, 2014, 2015, 2016 and 2018.

Under his leadership as Chairman, working collaboratively with his fellow Commissioners, Bucks County has achieved important milestones and accomplishments. During this period, the county built a new Justice Center, reduced its workforce by more than 5%, made strategic investments in technology to improve efficiencies for employees, increased appropriations to rehabilitate County-owned bridges, revamped the county's economic development and workforce development initiatives, provided the District Attorney’s office with additional resources to combat the heroin epidemic, produced budget surpluses for 2013, 2014 & 2015 and achieved other operational efficiencies in county government. Additionally, the County of Bucks secured and has maintained two Aaa bond ratings awarded by Moody's and Standard & Poor's during his tenure of service.

In the mid-1990’s, Rob worked for both the Redevelopment Authority of the County of Bucks and the Bucks County Economic Development Corporation coordinating projects such as the Enterprise Zone of Bucks County, the Bucks County EPA National Brownfield Pilot, Section 108 Loan Guarantee projects and the County Commissioners’ Bucks County Economic Development Task Force. His professional background includes extensive management and implementation of community & economic development programs, working with county and local governments, as well with state and federal agencies, including US Department of Housing & Urban Development, US Economic Development Administration and the US Environmental Protection Agency.

A real estate investor and small business owner, with an expertise in economic & community development, Rob’s real estate development experience includes a specialty focus on redevelopment,  advanced manufacturing, industrial and R&D real estate projects located in the Mid-Atlantic, Southern and Mid-Western regions of the United States. Rob has worked with Fortune 500, international and other publicly traded companies, educational institutions and small businesses to acquire, develop and lease nearly one million square feet.

Rob serves on numerous boards and authorities including the Board of Covenant Financial, Inc. Covenant Bank and Grand View Health Foundation Board of Trustees. He also serves as a Director on the Pennsylvania Convention Center Authority, Pennsylvania Housing Finance Agency and the Bucks County Conservation District (BCCD). He is Chairman of the Bucks County Retirement Board, overseeing a pension fund in excess of $700 million and is past Chairman of the Delaware Valley Regional Finance Authority Board, an authority that has originated $3.1 billion of loans to 191 different local governments.

A 1987 graduate of Central Bucks East High School, he earned a BA in Policy and Management Studies from Dickinson College in 1991. Following graduation, Rob was commissioned an officer in the U.S. Army Reserves. A resident of Bedminster Township, he and his wife, Kathy, have three daughters – Grace, Evelyn and Amelia.
