Under his leadership as chairman, working collaboratively with his fellow Commissioners, the County has achieved some important milestones and accomplishments:  the County has reduced its workforce by nearly 10%, strategically invested in technology to improve efficiencies, produced budget surpluses in 2013, 2014 and 2015 and recognized other important operational efficiencies and savings, while still making investments in core county services.  Of particular interest has been the re-purposing of all county economic development programs and agencies under the new initiative ‘Bucks 2 Invest.’ Additionally, the County completed one of its largest capital projects in the construction of a new Justice Center and is currently renovating the existing county courthouse into an administration building, reducing the County’s footprint and overhead expenses.

Commissioner Loughery has more than 15 years experience in the private sector as an owner and developer of real estate.  He has acquired, developed and repositioned nearly 1,000,000 square feet of real estate with a specialty focus on high-tech, advanced manufacturing, and industrial real estate throughout the Mid-Atlantic, Southern and Mid-Western regions of the United States.

Commissioner Loughery serves as the commissioners’ representative to the Bucks County Conservation District (BCCD).  In addition he is chairman of the Bucks County Retirement Board and Pension Fund; and, serves as an appointed Board member on the Delaware Valley Regional Finance Authority.  He also serves as a Director on the board of Covenant Bank and a trustee on Grand View Health Foundation Board.

A 1987 graduate of Central Bucks East High School, he earned a BA in Policy and Management Studies from Dickinson College in 1991.  Following graduation, he was commissioned as an officer in the U.S. Army Reserves.  A resident of Bedminster Township, he and his wife, Kathy, have three daughters—Grace, Evelyn and Amelia.
