POSITION SUMMARY
:

The Bucks County Information Technology Department holds a Technical Specialist position that is permanently assigned to the Department of Behavioral Health (BH) and Mental Health and Developmental Programs (MH/DP).  This is an advanced position, which requires a high degree of independence, technical knowledge, and ability to interpret and implement state and federal specifications and guidelines to meet the needs of the BH and MH/DP departments.  Under the immediate direction of the Division of Housing and Human Services’ (DHS) Information Technology Manager, and overall direction of the CIO, this position is responsible for information systems analysis, application development, business process designs, specialized and complex database design and support, and network related set-up and support.  Responsibilities include working with and managing third party technical consultants, leading the needs analysis, operational and systems analysis, and implementation and enhancement of IT activities for BH and MH/DP. Work will include close integration with other county IT staff, and conformance to IT’s standards. Work is performed in a distributed environment and involves applying technology to manage the business area in accordance with applicable standards.  Work is performed independently, assigned by an management, and is reviewed for conformity to operating procedures, overall IT systems performance, and quality and effectiveness of IT services provided. 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Confers with all levels of management, NetSmart/Avatar IT staff, County IT staff and other administrative personnel as required to assess current business processes, identify new business needs and redesign business processes to support the business objective.
  • Works with DHS IT Manager in drafting the ITGC Annual Work Plan.
  • Creates and maintains technical processes required for interfacing with various state information systems, including but not limited to HCSIS, PROMISe and PELICAN.
  • Creates and maintains system enhancements necessary to adhere to the Intellectual Disabilities (ID) Administrative Entity Operating Agreement with the State Office of Developmental Programs and the Early Intervention (EI) Operating Agreement with the Office of Child Development and Early Learning.
  • Administers and maintains applicable systems and databases for maximum performance, efficiency and availability, including security, on-call technical support, system performance matrix reporting, software maintenance schedules, and upgrade implementations, in coordination with applicable disciplines.
  • Creates and maintains SQL server and other systems documentation, which includes the databases, cyber security measures and procedures, etc. Maintains other SQL databases required for Department processes.
  • Manages relationship with Third Party consultants/business associates in relation to the technical support of Department systems.
  • Administers NetSmart/Avatar clients and systems
  • Works with County IT on all issues including planning, implementation, and issue troubleshooting.
  • Performs daily, weekly and monthly system maintenance functions and monitors system performance.
  • Coordinates, tests, and installs system updates.
  • Coordinates software version updates and manages the effect on business processes.
  • Supports the Fiscal Department with Creating/Maintaining the NetSmart contract database for MH, Early Intervention and ID Base Provider services as specified by the MH/DP Department Financial Director in accordance with County contracts.This includes creating indexes, tables, views, cubes, etc.
  • Creates and maintains all MH/DP financial reports including provider claim information and others, as needed.
  • Receives electronic claims files from MH/DP providers and sends explanation of benefits (EOBs) to providers once claims are processed all via a secure SFTP site.
  • Provides training as needed to Department personnel, business associates, and contractors.
  • Troubleshoots claim processing issues.
  • Opens and closes system fiscal years in NetSmart/Avatar system
  • Converts all required CCR-POMS claims to HIPAA 837 record format and submits to the State in accordance with reporting standards, including troubleshooting any issues that arise and tracking resubmission of rejected transactions.
  • Creates and maintains NetSmart/Avatar Forms and Functionality as well as supporting MH/DP Fiscal Department with maintaining Microsoft Dynamics general ledger linked to NetSmart/Avatar system.
  • Creates and maintains system processes for identifying duplicate clients and manages the merge record to maintain a single Medical Record for each County consumer.
  • Participates in State technical projects, in support of the Department’s MIS needs.
  • Prepares a formal, weekly status report to the CIO. Prepares timely status reports for others, on project progress and activity, as required.
  • In concert with IT and local department staff, works to resolve conflicts within the IT provider systems.
  • May be required to occasionally work evening hours and/or weekends
  • Provides technical consulting and desktop support to BH in the execution and oversight of the Pennsylvania Behavioral Health Medicaid program
  • Provides Microsoft Dynamics general ledger maintenance support to BH
  • Other duties, as may be assigned.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree and/or five (5) years equivalent IT experience, with strong desire for quality service
  • Experience with database management and database report writing
  • Four (4) years proven experience with systems administration
  • Ability to work with IT team and clients to refine processes and procedures within a team-oriented environment and be able to simultaneously handle a variety of tasks
  • Ability to become knowledgeable in data privacy practices and laws.
  • Knowledge of Netsmart Avatar system
  • Knowledge of Microsoft SQL Server and InterSystems Cache
  • Knowledge of Microsoft Dynamics 2015 and 365
  • Knowledge of Healthcare EDI; 837p, 835, u277 and other EDI files
  • Knowledge of web service development and coding practices – Visual Studio or NetBeans IDEs
  • Knowledge of basic networking and network operating systems
  • Ability to analyze and translate management and business process objectives and procedures into IT solutions to meet user and business requirements
  • Ability to communicate effectively, in writing and orally, including the ability to present in laymen’s terms
  • Ability to establish and maintain effective working relationship with the user community
  • Ability to learn the Federal and State regulatory agencies’ laws, rules and regulations pertaining to IT
  • Knowledge of system fundamentals, memory management, power supplies, and hardware troubleshooting
  • Ability to read and interpret documents, such as operating and maintenance instructions and procedure manuals
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Employee must have a valid driver’s license.
