POSITION SUMMARY:

Directs the administrative and technical operations of the Bucks County Emergency Communications Department including consolidates countywide 9-1-1 public safety communications service.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responsible for the maintenance and continuous operability of public safety radio system; countywide enhanced 9-1-1 service; computer aided dispatch system; and microwave systems.
  • Prepares and recommends both short and long range plans for logical and economical implementation of system improvements.
  • Reports to and briefs the Division Leader of Emergency Services.
  • Executes studies on impact of major changes and new technologies on system configuration, equipment and department protocols.
  • Directs implementation of authorized system upgrades and changes.
  • Direct supervision of mid-level management employees with overall responsibility for performance of entire department staff.
  • Implements next generation technology and procedures.
  • Implements county personnel policies uniformly within the department including progressive disciplinary action in conjunction with Human Resources and the Division Leader.
  • On a regular basis meets with the services communications advisory boards.
  • Completes all reports required by the County and the Pennsylvania Emergency Management Agency.
  • Oversees budget preparation and coordinates purchasing and procurement of equipment and services within established budgets.
  • Performs other duties as required.

QUALIFICATIONS REQUIRED:

  • Bachelor’s Degree and ten (10) years’ experience in a modern public safety communications environment including CAD (computer aided dispatch), wireless networking and communications and VOIP, and with the last five (5) years in a managerial/supervisory position.
  • Thorough knowledge of FCC rules and regulations as they pertain to public safety services.
  • Ability to analyze system and equipment needs to deal effectively with complex communications problems, including CAD, wireless networking and communications, and VOIP.
  • Ability to establish and maintain effective working relationships with staff, public safety agencies, governmental officials and the general public.
  • Ability to organize thoughts and present them with clarity to both technical and non-technical persons orally and in writing.
