POSITION SUMMARY
:

Manage all bid solicitations issued by the County in accordance with established department and County procedures, County and State Statue. Work requires contact with vendors and department representatives. Duties are usually carried out with a high degree of independence under the supervision of the Purchasing Director. This employee may be asked to assist co-workers with a lower level of duty or to fill in for another position within the department when needed.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Develop specifications and documents for solicitation of public bids on major procurements of equipment, materials, services and projects for all County agencies; follow bidding process, insuring compliance with legal, regulatory and other requirements governing public procurement; analyze bid responses and department recommendations; and in the absence of the Purchasing Director makes recommendations to the Board of Commissioners for awarding contracts as the result of the public bidding process.
  • Assist and educate department heads in resolving purchasing discrepancies and familiarizing managers with purchasing laws in areas from processing requisitions to conforming to terms and conditions of contracts.
  • Consult with departments and perform field investigation work to insure quality and quantity as required.
  • Interview and work with salespeople, vendors, department heads and other officials concerning the purchasing of supplies and equipment; identify sources for and analyze quotations received for new or nonstandard items.
  • Answer phones and assist the public and others, including taking messages, responding to questions and requests for assistance, screening & referring callers to correct contact, providing forms and explaining procedures.
  • Provide administrative assistance to the Purchasing Director as needed.
  • Function as the Acting Purchasing Director in the absence of the Purchasing Director in handling the more routine operations of the department.
  • May be required to perform additional work that follows prescribed or well-established procedures that can be learned within a reasonable time by training on the job.More detailed instructions as to the nature of their duties will be given to employees at the beginning of work.
  • Maintain an Active Member status in the Pennsylvania Public Purchasing Association (PAPPA) chapter of NIGP including attending educational seminars to keep abreast of procurement procedures and trends.
  • Extensive knowledge of large-scale public procurement policies, procedures, best practices and regulations.
  • Have thorough knowledge and understanding of County policies and procedures, Commonwealth and Federal contracts.
  • Ability to procure without prejudice, seeking to obtain the maximum, ultimate value for each dollar of expenditure.
  • Ability and willingness to use good judgment in decision-making and to adhere to the highest ethical standard while performing purchasing functions.
  • Ability to handle and resolve recurring problems.
  • Ability and willingness to multi-task and to work effectively and efficiently in a fast paced, sometimes stressful environment, establish priorities and meet deadlines.
  • Excellent organization and time management skills, accurate, self-motivated and detail-oriented.
  • Able to use common sense understanding to carry out written or verbal instructions.
  • Ability and willingness to maintain effective working relationships with co-workers, callers, visitors, personnel from other departments and the public.
  • Ability to maintain confidentiality and work with confidential information.
  • Perform other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Possession of Certified Public Purchasing Officer (CPPO) and/or Certified Professional Public Buyer (CPPB) Certification issued by the Universal Public Purchasing Certification Council (UPPCC) for NIGP The Institute for Public Procurement or other equivalent professional certification; or the eligibility for and attainment of certification in the first five years in the position.
  • Experience issuing bids for a public procurement entity of at least $10 million in contracts / purchases annually and at least 10 user departments.
  • Associates Degree or Bachelor’s Degree from a regionally accredited college or university in any field of study.
  • Working knowledge of public procurement activities, policies, procedures, and departmental activities.
  • Possess excellent computer skills with a working knowledge of Microsoft Office Suite computer program including Microsoft Word, Microsoft Excel, use of the internet, etc.; and other office equipment; typing skills - minimum 40 wpm.
  • Excellent organization and time management skills, self-motivated and produce accurate, detail-oriented work.
